The appearance of the Illusioner and Iceologer in camps in version 26.3

I want to propose an idea for a new version 26.3 to add non-abandoned camps in addition to abandoned camps, where "wandering merchants", bandits, and Iceologer and Illusioner can appear to show the liveliness of the world. Iceologer will appear in camps in winter biomes and Illusioner in forest biomes.
