Introduce an exploration-driven, non-RNG method to enchanting that expands on Minecraft's Archeology and ancient fantasy themes. Players can find lost "Rune Shards" (or Rune Fragments) using the Brush in structures like Trail Ruins. Placing an Empty Book and a Rune Shard on a Lectern decrypts the ancient text, transforming it into a specialized "Spellbook" that guarantees a specific enchantment type based on the acquired Rune. To convert it into a usable item, you can use a Smithing Table to combine a "Spellbook Upgrade Template (found in Shipwrecks and structures alike) + the decoded Spellbook and Lapis Lazuli. This gives you a Tier I Enchanted Book ready for Anvil use. This gives players a definitive, adventure-focused alternative to traditional Enchanting Table gambling or tedious Villager trade cycling. I think this would fit into the game really well for both immersion and progression. And it's totally optional too.
