Bring back attribute swapping.

In the latest snapshot 26.2-pre-2, fixed bug MC-28289 that has been in the game since the stone age, but in mine and many others' opinions, it was a good game mechanic. This is kind of like MC-271065 being fixed in 25w02a (a 1.21.5 snapshots), they reverted that time so why not this time?

Patching this will severely affect the current PvP community.

  I think attribute swapping is just too OP, I think mojang made a good decision. Also this is a duplicate, but you probably already knew that.
