Since the addition of powdered snow, leather boots have become a necessity while traveling in the Overworld. However, leather boots have the least amount of durability, so even with Unbreaking III, it can be a pain to travel with them.
So, I am suggesting a way to "upgrade" netherite boots by combining them with leather boots. This could be done either by using the crafting table to surround 1 pair of netherite boots with 8 pairs of leather boots or by using the smithing table or something similar to combine 1 pair of netherite boots with 1 pair of leather boots. The crafting table method would not preserve the enchantments, but the smithing table would. The resulting leatherite boots would have the durability, toughness, etc. of netherite boots but with the leather boots' ability to walk on powdered snow and prevent freezing.
However, if the player catches on fire while wearing the boots or the leatherite boots are dropped into lava or fire, the boots will revert to netherite boots, but the enchantments will remain. The only way to avoid the boots reverting to netherite is if the player has the fire resistance effect or the boots are equipped with Fire Protection IV. This gives players another reason to not just use Protection IV on every piece of armor.
