Player Permissions While World Creation

So while I am creating world, I can select which permissions I can give to the players who are gonna join my game. But I want more. When the players are in the world, I can give thier permissions like breaking blocks, operator commands etc. But I want to make those options for all players who join into the world while creating the new world.
