Essentially each person on a realm/multi-player server can each have their game mode set to what they want without effecting everyone else. If half the realm wants to play with keep inventory on but the other half doesn't why not allow both to get what they want. Same goes with difficulties. My idea for solving the whole different dmg and parameters for each player is to just have each mob effect that player based off of difficulty. Mobs health/dmg is just scaled or descaled for each person. So a person who is in hard deals hard dmg and everyone else to them is also dealing hard difficulty levels are dmg. Same for the other difficulties. Simply, x(hard) = y(easy). Although numbers may be different it all scales the same.
