Live Fences (Hedges)

Using Shears on an Azalea/Flowering azalea should turn it into a Hedge/Flowering Hedge, giving it a slimmer shape with deeper and evenly trimmed bottom leaf edge and the function of a Fence/Wall.
Additionally Azalea Leaves/Flowering Azalea Leaves should drop as an item.

Like Walls, Hedges/Flowering Hedges should connect horrizontally and vertically with each other or nearby blocks, allowing for creation of tall live fences, like one would see in a maze.
Unlike Walls, Hedges/Flowering Hedges should only be placeable on top of blocks that can also support Azalea/Flowering Azalea, or on top of other Hedges.

Using Bonemeal on a Hedge/Flowering Hedge would not have a chance of growing it into a tree. Instead, the Hedge would turn back into an Azalea/Flowering Azalea, and drop as an item in case it was on top of another Hedge.

Hedges/Flowering Hedges should be usable as fuel in furnaces, smelting 0.5 items, the same as Azalea/Flowering Azalea

Hedges/Flowering Hedges should be compostable. A Hedge would have 50% chance of increasing the compost level by 1. A Flowering Hedge would have 65% chance of increasing the compost level by 1. These values are "1 tier down" from Azalea (65%), respectively Flowering Azalea (85%), to account for the Leaves block dropped upon creation.

Flowering Hedges should interact with Bees in the same fashion Flowering Azaleas do, being usable to lead and breed Bees, and giving nearby Oak, Birch and Cherry Saplings a chance to grow with a Bee Nest.
