First, I would give the Fletching Table a use related to Dragon's Breath: creating tipped arrows from potions.
In the Fletching Table, you could place a potion in a potion slot and create up to 16 tipped arrows of that effect. To create arrows with another effect, you would simply replace the potion in the slot.
For Dragon's Breath, I would also give it a new mechanic: allowing potions to gain a secondary effect.
For example, if I have a Poison potion but also want affected creatures to become slower, I could combine the potion with Dragon's Breath to create a "double potion", then add a second effect to it.
If the potion is a Splash Potion, it would become a "Double Splash Potion". The item tooltip could display both effects underneath the potion name.
