Netherrack keeps entities burning

Netherrack keeps fire burning infinitely so when an entity's lit on fire and stands on Netherrack the fire should burn infinitely until extinguished, and the fire will burn out when it stands on something else or remove contact by jumping. This would also apply to entities standing on soulsand and soulsoil too.

Only in hard difficulty when players want to be challenged, increasing the value of fire resistances, and the need to be more cautious in the Nether.

    Maybe wearing boots should also prevent this, just like how zombies burn in the sun unless they're wearing a helmet.
    as a simple way to make it balanced.
    it's not entirely logical but still fits in that way, like sunlight isn't only from above but a helmet fully blocks it, so boots could prevent fire from burning infinitely to.
