The enchanting and proggresion system has been in the need of a major overhaul for a long time. I have some ideas to fix it. First all enchantments now come on one level which is equivalent to ist former max level. Second have Villagers only sell "basic" enchantments. When using the enchantment table you will see there are no enchants available. You will have to place chiseled bookshelfs around the table with books of the enchants you want to access them. As I mentioned earlier Villagers can only sell basic enchants, for other enchantment books you need to raid structures to find them, which should encourage exploration. Note that the book does not get consumed during use. Also instead of needing Level 30 to enchant you just need the level cost, lapis and material cost(diamonds for diamond gear, prismarine for tridents, etc.) with these costs being reduced by using normal bookshelves. Stat-based enchants like protection, sharpness and efficency instead of being their own enchantments should be inbuilt in any Item that has a enchantment. They should also have no durability. Mending already makes Items unbreakable but going to a xp is not fun. It would be nice to add more ability-based enchantments like wind burst, flame, etc.. One idea I have for a enchant is a Trident enchant called Flyers'Hex. It deals extra damage to flying mobs and if a player who is flying with a Elytra is hit by it it disables the Elytra for some time which would be great for balancing PvP.
