Wind charges should work like they do in java

If you dont know what I mean then let me explain I like to use the mace but when doing that I just dont were netherite because wind burst 1 which is the best wind burst just basically doesnt work with netherite armor and wind charging isn't helpful people in Java dont deal with this but we on bedrock have to and it doesnt seem very "fair" and I actually would like using netherite armor
