Upvote MC-308543 instead of making this a feedback post, this is a bug not an intended change.

I couldn't find a way to reply but this is for the person that said to upvote a bug report:
That bug report implies that 'shield stunning' was a vanilla feature that randomly got removed in 1.21.11 and, although many people believe that, it's not true. I really don't see 'stuns' not working as a bug, since they never worked without certain plugins that enable it (also, it was a bug from a plugin in the first place).
I see shields giving invincibility frames as something that was not given proper thought when they made changes to the shield in (iirc) 1.11, making it a poorly planned mechanic, but surely not a bug. In versions 1.9 and 1.10, shields didn't block 100% of damage and knockback, which made the invincibility frames necessary. In my opinion, it turned into a bad mechanic (that should've been removed) when the shield started blocking 100% of damage and knockback (in most cases), and that's why I posted it as feedback.
