Allow Netherite Pickaxe to Instamine Deepslate with Efficiency V + Haste II

Since Diamond already reaches that important mining breakpoint already with stone, Netherite reaching that same kind of breakpoint with deepslate feels like a natural progression. It gives Netherite a practical purpose like all other tools, besides just being better. Overall making late game projects and mining feel more rewarding to reach that breakpoint, while not effecting early game progression or balance. Having the best gear, enchantments and becon set up in the game should feel like it, and this would be the perfect way to do that without making it overbearing. Thanks for considering the idea!!
