Dragon Head as an Alternative Dragon Breath Source

I believe block-stated dragon head could be more than a decoration block. Currently dragon breath can only be obtained from living ender dragon with a bottle. It will be inconvenient while a server has turned the center end island into end lobby, some kind of machines or something else, as it is no longer safe to revive the dragon. 

I think it would be a good idea that dragon heads can produce dragon breath. Feed a chorus fruit, a popped chorus fruit, or something unique to a dragon head will temporarily activate its 'end ability', and breath out some dragon breath.

This will make lingering potions and tipped arrows easier and safer to obtain, while it still requires players to defeat the ender dragon and find an end city, making it not too easy to mass-produce.
