Most players at this point seem to agree that inventory clutter has become a big issue in Minecraft. I believe that a big reason for this is that there are lots of new plants being added to the game that don't need to be picked up by players most of the time, but will inevitably be picked up as players explore, cluttering the inventory.
Luckily, the solution to this problem was introduced to Minecraft almost 15 years ago, shears. Tall grass, vines, leaves, and other vegetation blocks that have been in the game for many years already require shears to be obtained because player's don't need them most of the time, so why not expand this functionality to more of the vegetation blocks in the game? The current implementation is widely inconsistent, as some blocks do require shears and some do not.
I propose that shears should be required for the following blocks to drop themselves when broken: leaf litter, pink petals, wildflowers, warped root, fungus, and vines, crimson root, fungus, and vines, mangrove roots, azalea, bushes, dripleaf, cave vines, lily pads, firefly bushes, sporeblossom, all types of flowers, and all types of mushrooms.
