Changes to Infinity Enchantment

- When an Infinity bow is used, it has a chance to preserve an arrow, just like how in Bedrock Edition, when an Unbreaking tool is used, it has a chance to preserve 1 durability.

- When a tipped arrow is used, the chance of preserving that arrow is lowered.

- When the potion level of the tipped arrow is 2, that chance is further lowered.

- Infinity has 3 levels. The higher the level, the more chance it can preserve an arrow.

- Can potentially make Infinity enchantment balanced enough to be allowed compatible with Mending.
