The spectral arrow was always a weird item, its like the only one of his kind. So the idea is create a new item to make him company: The Aero Arrow (name in process), that is just and arrow with custom texture, and NoGravity:1b.
The crafting recipe for the spectral arrow would disappear, and both of these arrow would only be craftable by the Fletching table: Aero arrow with a wind charge and the Spectral with the glowstone.
Of course, the system would be added to ensure that the number of arrows crafted per special item is fair to the player. This idea is simple, subtle, elegant, integrates well with the game, and resolves the issues with the fletching table and the forgotten spectral arrow.

On a side note: I love the system of cauldrons and tipped arrows in Bedrock, This system could persist alongside the current one with a small change: removing the 'tipped arrow' item and replacing it with a component for arrows, spectral arrows, and the hypothetical aero arrow, along with a texture overlay. This would expand the variety of arrows, allowing, for example, the creation of a spectral arrow with Slowness II, and also opening the possibility of adding more types of special arrows to the game, thus broadening the meta for crossbows and bows. Some ideas to the arrows are a redstone arrow (activates redstone dust when touching), Fire arrow (made with fire charge, burn blocks when ground, smart solution to Flame situation), Waxed arrow (idk what would do, but sounds cool)
