Improving enchanting tools with the enchanting table

The ability to enchant tools or book with a certain enchantment. Example you can enchant a tool with 

unbreaking. 

How it would work by a three by three grid and serpent place for lapis. You put your tool in the center then put items around the tool. Example if you put a rabbit feat you can get fortune or blaze rod for fire aspect. But some can't be recreated.

How enchantment level deepens on the level. Example enchantment level one cost 15 levels, enchantment level two cost 30 levels and enchantment level three cost 45 levels.

This won't change the original Enchanting Tablelayout it would be a option for the Enchanting Table
