Look I know water makes a lot of sense for copper aging but what if they allow conduits a second purpose on land too. Still use prismarine to cage it for the different ranges because I guess the heart of the sea draws power from the blocks around it, instead of water, while the shells apply oxygen to the players & like I'm proposing apply to copper blocks.
Simply just place copper blocks down within any conduit range(land/water) and they should immediately oxidize since its straight up oxygen. Now if they still decide it needs time make it 5 minutes or less, but copper blocks will need a subtle particle effect or some temporary transparent mark while processing, so players know when the conduit is actively oxidizing. This way you don't have it preoxidize beforehand just use the conduit whenever you feel!
The conduit power is your indicator that you are in range so it should stay applied when you come out of water now. The main purpose is to give oxygen so when you come up from water it should poison players as a drawback, but the conduit(code) knows when you cross between land/water and people would hate this so maybe no drawback is needed. This is all for some building blocks after all and not beating the game.
Another way to instantly oxidate copper, I thought was to craft a dust or powder from 2 shells and apply it on like wax to age it up or use the grid to craft like waxed blocks.
Lastly, they need to make treasure easier to locate on Bedrock for the hearts of the sea!
