New use for ornaments

Minecraft has ornaments. And I think everyone uses them already! But they can't be applied to tools (like a pickaxe). And I think it would be cool to silence the hoe with netherite. Just warn Mud Flaps before adding this to the game so he doesn't collect all the tools, please.
