Add a toggle to remove powdered snow in world gen

Add a toggle in world generation that disables powdered snow from generating in the world. It makes moving around in snow biomes needlessly frustrating and adds almost nothing of value for most players. Leather boots are a band-aid fix for an issue that doesn't need to exist.
