Have a block that produces an ultraviolet light. An effect will occur when the light level from a UV light source is higher than the light level from other sources. UV light may or may not affect mob spawning.
The effect it has can be purely cosmetic. This can affect some blocks and not others, as some materials are known to glow under UV light. Some examples of rocks that glow under UV light are Fluorite, Calcite, Sodalite, and Yooperlite.
More effects could be added, given that Minecraft has wondrous elements, it wouldn't be outside the realm of possibility that UV light can cause/aid one of these phonomina.
An idea that could go well with this is something like leaf litter, but for a UV stone dust. It looks like regular stone, but under UV light it will glow. This can go well with stone dust in general. If both are implemented, it can leave the possibility for secret messages.
To make a UV light, you could craft it like a copper bulb, changing the copper with amethyst shards. (Other possible crafting methods are appreciated.)
