Spectral effect on Items

The spectral effect should be able to be applied to items. if a spectral arrow is shot through an item entity on the ground it gives it the outline effect. by extension the spectral effect could be given too the items when they are dropped by something that is killed with a spectral arrow, so the drops are visible after.

    like when you kill the Wither boss the nether star could glow and you won't lose it, idk.
