Villagers ability to open chest and use contents

I built a village and loaded each house and business with the needed supplies and resources in a chest. I then learned that villagers are unable to make use of these supplies. That doesn't make make sence since villagers need storage for the trading they do.

    We need quite a few Villagers changes to increase their presence and viability as characters, and I see this as one of them. And benefits to not locking them into trading hall slots, so we don’t teach more MC generations that’s an ok thing to do. They’re either people or they’re not.
