This is a suggestion that would allow building to be much more creative and can also boost sales from the bedrock store as now people will have much more of an incentive to purchase resource packs on console
The idea is to make resource packs function on the world-level like data packs. World level resource packs would have two categories, primary (these override the main resources) & secondary. The secondary resource category will be used in the new "Painters Table". The painters table will be a block with a GUI that will allow players to reskin items. Players will place blocks into this table and then will have the ability to change its texture to a texture from one of the secondary resource packs.
If a resource pack is removed the texture will just revert to its default texture. To have this not break when renaming a resource pack folder or updating a resource pack, each resource pack creator can assign the pack an ID in its .Json, if two packs have the same ID then the first pack takes priority while the second pack gets a -1/2/3 etc added to it. If no ID is presented it will have one generated based off of the name of the resource pack.
