Currently Enchantments are really simple in the fact that you may use an enchanting table to get a small boost like fortune on your pick or sharpness on your sword whatever. But after that you get a villager trading system and get the best villagers to get all the books then go make a ender ender to get xp and enchant everything.
The Latest enchantments introduced (Swift Sneak and Soul Speed) cannot be traded through villagers and instead the Soul Speed has to be found through Piglins and Swift Sneak has to be found in the ancient cities. These encourage exploration which make the players go out to ancient cities/Piglins to get these enchantments.
So i propose the idea that most enchantments have to be found through loot/mechanics similar to Soul Speed and Swift Sneak.
Villagers will retain some enchantments but a good half of them will be taken from them, mainly the ones that are "the best" enchantments.
Possible enchantment locations that I thought of:

Mending found in End Cities

Fortune/Silk Touch found in Mineshafts

Depth Strider/Aqua affinity/respiration found in buried treasure or shipwrecks

Trident related enchantments found in ocean ruins

Projectile Protection/Smite/Bane of Arthropods found in specific dungeons

Fire Aspect/Flame found in Nether Fortresses

Crossbow related enchantments found in Pillager outposts/Woodland Mansions

Fishing Rod Enchantments found by Fishing
Enchanting Tables would retain their enchantment loot tables and would provide alternative ways to get enchants
