Universal mob scaling

This feature wouldn't have use in survival and whatnot, however the ability to rescale most mobs' sizes akin to slimes or phantoms would be amazing for map makers and server creators.

    I Think that this is technically possible with command blocks or resource packs though? But I'm not sure. But either way, could be very useful to have it be more acessible.
