The cobblestone must be held together with clay in order not to fall

This will make the clay much more useful, especially since the cobblestone is actually held together with clay. Players will still be able to make good floors, fences, walls with regular cobblestone, but for ceilings, the cobblestone will need to be bonded with clay, or use another material.

    There's a problem: clay isn't really all that common, while cobblestone fills chests upon chests to the brim and the player almost doesn't know what to do with it

    I'm glad you noticed. Of course, it is worth making clay more frequent in nature (Although, before it was even less). For example, adding deposits outside water bodies, clay soil is not at all a rare occurrence.
      In addition, clay can be about five times less for the entire supply of cobblestone. After all, unfortified cobblestone is also suitable for building walls.
