It would be very great... however, what most people don't realize is how difficult this tends to be. IF there was an in-game mod creator or something, let's be real here, it would suck. Fans have made mod creator tools to make modding easier already, but even then, unless you know some programming the things you can do with them is still severely limited.

I could see an in-game texture creator for resource packs and player skins though, that wouldn't be too difficult I assume.
