Scaffolding currently is not waterlogged. You can place it in water ANYWHERE to gain instant breath, like how you used to be able to with torches. Why would scaffolding not be waterlogged? It's very O.P. too that you can just get breath whenever with the scaffolding. No potions needed for sea temple. Obviously that's less fun.
