Glowberries Craft Spectral Arrows

Glowberries need better use in the game, this fits the idea of the spectral stoke and makes them more useful form their obtain ability

  No: glow berries don't even make the player glow when the player eats them. There'd be no point in making them usable to craft spectral arrow. They might need a use, but not this one
