Powdered snow should be able to freeze water

As it is currently, powder snow will simply just disappear when it comes in contact with it. Instead, it would be better if any water that comes in contact with powder snow would stop flowing. After a few seconds, if it is a water source block, it would freeze into ice, otherwise it could turn into the appropriate amount of snow layers. This would provide another way of farming ice, as well as give powder snow a use.
