Choice of version for server downloading

Basically, when you go to download a minecraft server from mojang.net, you can only download one for the newest version. I was wondering (and frankly astounded) why you cannot choose the version when you make a server. If I am missing something, then I apologize because I don't want to be hurtful. Maybe just a different download for different versions as some people want to make servers with 1.7 pvp but can't.

  isn't there a button in the installation menu for the installation to press for a server download of that version, or does it always do latest version

  There might be a choice for java software but I cannot find one for bedrock, which is what I am looking for.
