"Gliding" Enchantment for Elytra

With this enchantment Elytras don't use up durability when gliding regularly instead consumes durability when a firework rocket is used. This change was added to Elytras in 1.18 experimental snapshot 7 but got removed later and there were some people who liked the change and some people who didn't liked the change. Because of that, this enchantment helps everyone.

This is actually a great idea because if that change seemed too overpowered for some people, making it an enchantment you have to look for and spend either emeralds or xp on it therefore making it less overpowered than it automatically being there ( even though it originally wasn't really overpowered to begin with)
