Balanced copper tools idea

You could make tools not as good and durable as iron made out of copper, like copper shears that have 1/4 of durability of iron

    Following the introduction of copper, limiting cutting tools to iron, while permitting stone swords seems like it's left a gap. Allowing copper shears, with more limited durability than their iron counterparts bridges this gap and brings more use to copper in addition to its broader aesthetic uses.
