This is just a simple tweak to the crossbow that would give it a more consistent damage profile and balance it to be both more distinguishable from the Bow and more useful as the bow greatly outshines the Crossbow in almost every category. With the advantage of Bows having the Power and Infinity Flame Enchant, the crossbow lacks the substantial firepower to compete with the Bow.
This is where these simple Tweaks come into effect and make the crossbow the "Powerful Weapon" it was always meant to be as stated in the Minecraft earth conference for the Village and Pillage update. Tweaks include a change to damage of the crossbow on all platform, being a solid 11 Hit points of damage, giving it the ability to 2 hit every humanoid mob that isn't a boss/mini-boss. This increase in damage will come with a change to the crossbows Quick Charge Enchantment as well reducing the speed of recharge for the level 2 and 3 enchants. This change may also help the animation of the crossbow look less buggy as level 2 and 3 Quick Charging crossbow reloading animations are so fast, they are faster than the true reload of the crossbow ( The animation is completed faster than the time the arrow takes to be loaded into the crossbow ). In turn this causes a strange delay in time the crossbow animation is over and when it can be used.
I am personally a big fan of the crossbow and I wish it was more relevant but most players now use it as furnace fuel or throw it into their junk chests.
