Bring back automatic elytra opening, but as an accessibility option

So in early 1.9 snapshots, when the elytra was first introduced, elytra would open automatically while falling. While this did lead to some annoyances, (and was consequentially replaced by pressing space while falling) it seems like a better system for people with poor reflexes. As such, I suggest that it should be brought back as an option in the accessibility settings part of the options menu.
