Have fog shape be a video settings

In the 1.18.1 pre-release 1, fog was changed to be cylindrical rather than spherical. However, some people like a spherical fog option for looking down into deep caves or from the tops of mountains. It would be great if the shape of fog was a toggle in video settings, with cylindrical being the default and spherical being the alternative option.

    Yes, vertical fog should be a toggle instead of being on by default. I understand that in the nether the fog is a part of the atmosphere, but I would like to log onto hypixel and play dropper while being able to see 3 feet below me.
