First you need to have a flower, bush, sugarcane, or other plant on a dirt block that has a spore blossom attached to the bottom of that dirt block. (Maybe this could include crops and cactus too, not sure how far to take this.) But not saplings.
Next you need suitable dirt (or farmland?) blocks below the spore blossom. One spore blossom should only be able to affect blocks that have Air above them, all the way up to the Spore Blossom's level. The Spore Blossom also needs to have open Air blocks on all sides of it.
Maximum distance between the Spore Blossom and its spawning plants? This should be at least two blocks apart since some plants are two blocks high.
Maximum horizontal radius around the Spore Blossom? Two blocks seems right (5x5 square), but it also depends how fast this process works.
If the process is slow enough it won't replace using bone meal or simply traveling to an appropriate biome. But this gives a use for what is otherwise just a decorative block.
