fletching table replaces arrow subtypes

Fletching tables currently have no use (except for villagers and furnaces). an interisting use might be to make special arrows from them

some examples:
more efficent spectral and tipped arrow making (arrow + glowstone/normal potion)
Exploding arrows (create a small blast ,but dont cause as much damage as a creeper or tnt, made with an arrow and gunpowder)
flaming arrows (made with an arrow and netherrack or an arrow and blaze powder)
arrow and lead (used to create a temporary rope which could be climbed for use on cliffs, made with an arrow and lead/arrow and string if lead is too much)

    I can also suggest hunting arrows. Their peculiarity is that with several hits on creatures and subsequent death, these arrows can fall back. In reality, such arrows have fixed rounded tips (as opposed to combat ones). These arrows will do slightly less damage.
