Opus Audio Support

I think that Minecraft should move from ogg vorbis to opus audio. It would lower the amount of bandwidth on Mojang servers due to lower audio file sizes, also good for players with slower internet. It is also higher quality at lower bitrates. The lower size could also help people creating large resource packs. Overall it's a win win and ogg vorbis is becoming very outdated.
