From my understanding, a lot of the original music composed for the game wasn't implemented as it was too situational, and technical difficulties necessitated that music be randomly selected regardless of circumstances. However, the addition of new music specifically for the underground (as well as existing cave/ocean noises), and biome specific music/ambience for the Nether seems to suggest this is now possible.
I've always seen the Overworld as eeirely quiet. One way to make biomes come to life in the Wild Update could be to add unique ambient noise and music tracks to different biomes. (In addition to existing music, which would still play anywhere- or could possibly be made a little more biome specific.)
For Ambient noise, this could simply be wind noises at high altitudes, rustling leaves in forests, or strange sounds at night. This would of course be configurable, (There's already a slider for ambience.) There could also be other measures to detect what sounds to play. (Such as necessitating nearby leaf blocks to play the noise of rustling noise.)
