Change Cobweb sound

With caves and cliffs coming soon, players will encounter more cobwebs. But it's always been odd that cobwebs make stone sounds when broken. With all the new block sounds in 1.16 and 1.17, cobwebs are long overdue for their own sound, or at least just another existing sound that fits better.
