This enchantment cannot replace potions and other ways to get effects.
The point is that this new enchantment INCREASES the effect imposed on the player if he drank a potion, approached the beacon, was wounded by a wither, etc. (if the enchanted item is on the player or in the hand). On the enchantment table (or in chests with loot), it will be randomly determined which specific effect will be enhanced. And this effect can be NEGATIVE.
This is able to diversify the gameplay. For example, a player can give a zombie an item that enhances the effect of a heal or weakness, and then throw a potion at it.
