Detach hunger from the difficulty setting, and isntead add a "doHunger" gamerule. This way, players can choose whether or not to experience hunger regardless of whether or not hostile mobs are allowed to spawn.
Consider a player who wants to play on peaceful but enjoys agriculture. Agriculture loses (most) purpose on peaceful as the player does not get hungry. An alternative is to play on a higher difficult with /gamerule doMobSpawning turned off, though this disables some peaceful mobs from spawning (e.g. bats).
In sum, add /gamerule doHunger so players can meaningfully engage with the agricultural system regardless of whether or not they play on peaceful.
