Blowing a Goat Horn gives the user the Bad Omen effect

When a player blows a goat horn, they should recieve the Bad Omen effect. This would allow players to trigger raids at their own leisure for the sake of farming or they could to use it as a way to grief ill-prepared players (get it?).
