Server owners should be able to have the render distance and the distance that chunks generate around the player as seperate values. For example, when a player is flying around and generating chunks you could set the server to only generate in a 3 chunk radius. However you also have a render distance set to about 10 so that if the player is an an area that already has a lot of generated terrain, like world spawn or areas that other players have been to a lot and generated a lot of chunks around, then you will still get the nice view of having that 10 chunk render distance. This seems like it would be a good way to allow servers to have high render distances while not having players running into the edge of the world because the server is still trying to generate the massive area around them
