This suggestion consists of two parts resource packs / model data, and datapacks, I put this in the "gameplay" category because it was the best category I could find for this, and would enhance gameplay.
Part 1 - Resource pack / model data changes:
armor model data/slot changes - Armor should be able to use custom model data just like items, and have custom textures as well without replacing existing armor items should also be able to be equipped and displayed on any slot, including custom models. as for animations, custom models could use groups in order to animate parts covering arms and legs: right_arm, left_arm, right_leg, left_leg, right_foot, and left_foot.
All blocks, even non-transparent blocks, should be able to use transparent or partially transparent textures. Blocks should also be able to make use of model data to have custom textures and models.

Part 2 - Datapack changes
This is related to the resourcepack changes, and would also require them. This suggestion would allow for practically infinite customization, it would implement "blank versions" of every type of block, 1 blank liquid, and and a blank item a datapack would be able to create multiple instances of each blank item, and customize all traits and textures of that instance, essentially allowing for completely customizable blocks, armors, liquids, and items, with only actually adding 20 or so blocks/items to the game. blocks would also be usable in worldgen. (ex: [namespace]:[blockname]
