A solution to the abuse of creeper spawns for gunpowder

The solution is making them obselete all that is necessary to do that is a villager that has a trade for gunpowder or a creeper spawner or even using the artifact digging mechanic to find pieces of a put together show the location of a creeper spawner or a gunpowder stash in the ancient cities in the deep dark the implementation of one of my first two ideas would mean that traditional creeper farms wouldn't be necessary

    I disagree. This shouldn't be added. Making Creeper farms isn't some kind of intentional feature, it's something the players came up with by understanding how Creeper spawning works. I wouldn't even call it a problem, really... and giving the players Creeper spawners wouldn't be a good solution. Especially since what would be the point? It takes work to make Creeper farms already, this wouldn't do anything but make it easier for lazier people. And it makes it easier for people to use Creepers for griefing and trolling.
