Vein Mine Enchantment

Add the "Excavate" enchantment which vein mines like in FTB Ultimine but it has 3 levels: Excavate I has a 32-block limit, II has a 64-block limit, and III has a 128-block limit

  Most veins will only need excavate I. A possible revision - I has an 8 block limit, II has a 16 block limit, and III has a 32 block limit.
